A farmer in Maharashtra's Satara district has discovered a rare 7th-century copper plate belonging to the Rashtrakuta dynasty. Unlike many royal grants that focus on land, this plate details a community-led 'water-usage pact,' describing how local villages were required to maintain collective stepwells and distribute river water fairly during lean months.

The inscription provides a rare glimpse into ancient Sanatan governance regarding environmental resources. It highlights a decentralized but highly regulated system of ecological conservation, where access to water was treated as a sacred trust managed by village elders and guild leaders rather than a central royal authority.
