A series of sandstone tablets dating back to the 4th-century BCE has been unearthed in the Mahanadi River Basin during an emergency excavation. These inscriptions, collectively titled the Dharma-Vyutpatti, outline an early Vedic framework focused on the Ethics of Semantic Precision. The text posits that social order (Dharma) is fundamentally dependent on the clarity and honesty of definitions within a community, suggesting that linguistic degradation leads directly to moral decay.

The findings are unique because they pre-date major Mauryan edicts and suggest a highly literate regional culture focused on the philosophical underpinnings of governance. Professor Vikram Singh of the Asian Heritage Foundation stated that the inscriptions emphasize the duty of scholars to protect the integrity of language against political manipulation. The site also yielded several terracotta seals that appear to be 'certificates of truth-telling' used by ancient administrative officers.
