The report follows technical missions that evaluated the site's vulnerability to fire, urban decay, and modernization pressures, confirming that while the port city maintains its outstanding universal value, urgent structural reforms are required.
Key recommendations include the creation of a sustainable participatory management plan and the strengthening of incentives for the rehabilitation of historic properties. The Chilean government is expected to integrate these guidelines into a formal report to ensure the long-term protection of the city’s unique funicular elevators and hillside architecture, which are iconic elements of its 19th-century maritime heritage.
